Sealed bids for the GROVELAND PARK REPAIR & SHORELINE IMPROVEMENTS will be received by the City of Mercer Island at the DSG Permit Counter, 9611 SE 36th Street, Mercer Island, Washington 98040 until 2:00 pm local time on April 19, 2018 at which time bids will be opened and publicly read.

Work to be performed under this contract includes furnishing all labor, equipment, and materials necessary for the construction of the following improvements:

Repair Large Pier includes demolition of the large pier’s wood skirting; repair of handrail system; cross bracing of wood piles. Shoreline Improvements include erosion control; turbidity curtain; demolition of a small pier; directional drilling; installation of buoys, irrigation intake and pipe, and wave attenuators installation; and site restoration. North Shoreline Improvements consist of demolition; excavation, including off-site haul; a bioengineered slope; in-water placement of sockeye spawning mix; concrete steps with handrail; installation of boulders, logs, and landscaping; and site restoration. The estimated cost range for this project is $600,000 to $650,000 before tax.

An optional pre-bid meeting will be held at the shoreline at Groveland Beach Park, 7740 SE 58th St, Mercer Island, on April 5, 2018 at 2:00 pm local time.

A single contract will be awarded to the responsible bidder submitting the lowest responsive bid for the schedule(s) selected by the City after bid opening and prior to award. Each bidder, by submission of the proposal, acknowledges and understands the rights reserved by the Owner in awarding the contract and the Owner’s right to modify the size of the project.

Bids are to be submitted only on the forms provided in the Specifications. All bidding and all construction shall be carried out in compliance with the Plans and Specifications for this project.

Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of Mercer Island.
The City expressly reserves the right to reject any and all bids and to waive minor informalities and irregularities in the bidding process. Bids shall remain open for a period of sixty (60) calendar days from the date of Bid opening and no bidder may withdraw their bid during this period.

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to and clicking on "Posted Projects", "Public Works", and "City of Mercer Island". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Project Description:  The City of Mercer Island is seeking an interdisciplinary team to develop a Master Plan for the Aubrey Davis Park. This Master Plan process shall include landscape, trail and recreational facilities assessments, public involvement process, draft schematic design plans, cost estimates, SEPA, and final plan publication.  Firm qualifications will be evaluated based on the response to the Request for Qualifications (RFQ) and a live interview to be conducted after submission.  See full RFQ for complete scope and qualifications requirements.
