2018 ARTERIAL AND RESIDENTIAL STREET OVERLAYS

Sealed bids for the 2018 ARTERIAL AND RESIDENTIAL STREET OVERLAYS will be received by the City of Mercer Island at the DSG Permit Counter, 9611 SE 36th Street, Mercer Island, Washington 98040 until 2:00 p.m. local time on April 25, 2018 at which time bids will be opened and publicly read. 
 
DESCRIPTION OF WORK
Work to be performed under this contract includes furnishing all labor, equipment, and materials necessary for the construction of the following improvements:  pavement repairs, asphalt planing, full depth asphalt removal, minor roadway widening, hot mix asphalt overlay, shoulder restoration, utility adjustments, traffic signal loops, and pavement markings.
 
A single contract will be awarded to the responsible bidder submitting the lowest responsive bid.  Each bidder, by submission of the proposal, acknowledges and understands the rights reserved by the Owner in awarding the contract and the Owner’s right to modify the size of the project.  The bidder agrees that, if awarded the contract, Final Completion of the entire project will be achieved no later than September 14, 2018.
Bids are to be submitted only on the forms provided in the Specifications.  All bidding and all construction shall be carried out in compliance with the Plans and Specifications for this project.
 
Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of Mercer Island.
The City expressly reserves the right to reject any and all bids and to waive minor informalities and irregularities in the bidding process. Bids shall remain open for a period of sixty (60) calendar days from the date of Bid opening and no bidder may withdraw their bid during this period.
 
Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Mercer Island".   This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration.

DESCRIPTION OF WORK
Work to be performed under this contract includes furnishing all labor, equipment, and materials necessary for the construction of roadway and pedestrian improvements on SE 40th Street, between Island Crest Way and Gallagher Hill Road.  Work consists of temporary traffic control; pavement removals and minor excavation; installation of bike lanes, new concrete curb & gutter, new concrete sidewalks, and ADA ramps; storm drainage repairs and modifications; minor water system improvements; asphalt planing; hot mix asphalt overlay; utility adjustments; traffic signal loops; traffic and pedestrian signal modifications; new pavement markings; and landscape restoration.  Project length is approximately 0.5 mile.
