WATER AND SEWER CONTROL SYSTEM - HARDWARE/SOFTWARE (RFP #17-11)

ADDENDUM #1 (issued 11/30/2017)


This addendum is hereby made a part of the Request for Proposal for WATER AND SEWER CONTROL SYSTEM - HARDWARE/SOFTWARE, RFP #17-11, and it shall amend the said document in the following respects:

ITEM NO. 1 – NOTICE INVITING PROPOSALS
  1. Receipt of Proposals: First paragraph, first sentence: Change “2:00 p.m., on December 15, 2017” to read “2:00 p.m., on January 5, 2018”.
  2. Questions: First paragraph, first sentence: Change “December 4, 2017” to read “December 18, 2017”.
  3. Pre-Proposal Meeting: Add the following new paragraphs immediately after the first paragraph:
“An alternative mandatory (call-in or in-person) pre-proposal meeting will be held in the Cactus Room, Mercer Island City Hall (9611 SE 36th Street, Mercer Island, Washington) at 9:00 a.m. Pacific Standard Time (PST) on December 14, 2017. Call-in number: (602) 567-4030. Participant code: 4812164.  Proposers will be required to call-in or attend in-person one of the two preproposal meetings.”

DESCRIPTION OF WORK
This RFP is to solicit proposals to select and procure supervisory control system software and hardware for water and sewer. The control system shall include new supervisory control and data acquisition (SCADA) humanmachine interface (HMI) software, programmable logic controller (PLC) hardware and software, operator interface terminal (OIT) hardware and software, training, and technical on-call support. Procurement of hardware and software will be completed after design of the full control system upgrade is complete, which is anticipated to be in 2018.
Noteworthy elements of this proposal include:
The City reserves the right to shortlist and/or request interview or demonstrations from selected proposers’ hardware and software.
The City will consider both initial and long-term costs in its analysis.
Procurement and installation of the software and hardware will be completed later; this RFP is for HMI software, master and remote site PLCs, and panelmounted OIT selection and future procurement only.
 
RECEIPT OF PROPOSALS 
Sealed proposals will be received at the City Clerk’s Office, City of Mercer Island, hereafter “City,” located at 9611 SE 36th Street, Mercer Island, Washington, 98040, until 2:00 p.m., on December 15, 2017, for the project titled WATER AND SEWER CONTROL SYSTEM - HARDWARE/SOFTWARE.  Questions regarding this request for proposals (RFP) should be emailed to brian.mcdaniel@mercergov.org, no later than December 4, 2017.

EMW 5400-6000 Block Water System Improvements Project

Sealed bids for the EMW 5400-6000 Block Water System Improvements Project will be received by the City of Mercer Island at the DSG Permit Counter, 9611 SE 36th Street, Mercer Island, Washington 98040 until February 28, 2018 local time on 2:00 PM at which time bids will be opened and publicly read. 
 
DESCRIPTION OF WORK
Work to be performed under this contract includes furnishing all labor, equipment, and materials necessary for the construction of the following improvements:
 
Work generally consists of constructing 2,250 LF of new 8-inch DI water main, 205 LF of new 4-inch DI water main, 39 water services, 2 connections to existing main, and temporary and permanent roadway restoration. Temporary erosion/water pollution control, temporary traffic control and devices, property restoration and other miscellaneous items will also be necessary to complete the work.
 
A single contract will be awarded to the responsible bidder submitting the lowest responsive bid for the schedule(s) selected by the City after bid opening and prior to award. Each bidder, by submission of the proposal, acknowledges and understands the rights reserved by the Owner in awarding the contract and the Owner’s right to modify the size of the project. 
 
Bids are to be submitted only on the forms provided in the Specifications.  All bidding and all construction shall be carried out in compliance with the Plans and Specifications for this project.
 
Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of Mercer Island.
 
The City expressly reserves the right to reject any and all bids and to waive minor informalities and irregularities in the bidding process. Bids shall remain open for a period of sixty (60) calendar days from the date of Bid opening and no bidder may withdraw their bid during this period.
 
Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Mercer Island".   This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration.
